Article one In order to further inherit Lin Junqing's pharyngeal voice training method and voice fringe science cause, expand the recognition of voice rehabilitation physiotherapy, promote skill entrepreneurship, and orderly carry out the evaluation of artistic voice rehabilitation physiotherapists, these measures are formulated。
Article 2 The evaluation of artistic voice rehabilitation physiotherapists (hereinafter referred to as "physiotherapists") shall adhere to the principles of openness, fairness and justice。
Article 3 Music Life Newspaper is the organizer of the physiotherapist evaluation and assumes the economic, legal and social responsibility for the evaluation。
Article 4 The physiotherapist evaluation work is implemented by the relevant units directly under the Ministry of Social, Cultural and Tourism of Music Life Newspaper and the Pharyngeal Rejuvenation Expert Committee (hereinafter referred to as the "Expert Committee")。
Article 5 Members of the Physiotherapist judging panel are nominated jointly by the Voice and Artistic Voice Editorial Department (hereinafter referred to as "Editorial Department") and the Chairman and Deputy Chairman of the Expert Committee, and approved by the Music Life Newspaper。
Members of the review panel should be those who have been engaged in voice rehabilitation therapy for many years and have outstanding achievements。
Article 6 The evaluation of junior physiotherapists, intermediate physiotherapists and senior physiotherapists is carried out once a year。
Those who learned from Lin Junqing and had outstanding performance in voice rehabilitation therapy in the early period could be directly identified as special grade physiotherapists。
Pharyngeal practitioners, pharyngeal trainers, and voice therapists can also participate in the evaluation of physiotherapists as applicants。
Article 7 Physiotherapist applicants should have the following basic conditions:
(A) have the ability to interpret, demonstrate and identify the pharyngeal singing method;
(2) Have the corresponding level of voice rehabilitation therapy;
(3) Holding a recommendation letter from the instructor at the corresponding level and approved by the organizer。If the applicant's supervisor is deceased, the recommendation letter shall be handled according to Article 10 of the Interim Rules for the Implementation of the Assessment of Inheritors of the Pharyngeal Singing Law (I);
(4) Hold a pharyngeal special training certificate recognized by the organizer at the corresponding level;
(5) Other conditions which, in the opinion of the Committee of Experts, should be met。
The description of the above basic conditions shall ultimately be subject to the provisions of the relevant implementing rules or the answer to the question。
Article VIII The determination of the ability and level provided for in Article 7 (1) (2) of these Measures shall be carried out in the form of examination。Only those who have passed the examination can enter the proposed list of qualified personnel as provided for in Article 11 of these measures;Those who fail the examination can apply again after three years。
Those who have the conditions stipulated in Article 7 (4) of this method, voice rehabilitation physiotherapy applicants who have been nominated for direction or assessed pharyngeal practice inheritors, pharyngeal trainers and voice therapists may be exempted from the examination of voice rehabilitation physiotherapy level。
The ninth article The applicant shall, as far as possible, submit the following notarized or third party confirmed written or audiovisual proof:
(1) proof of the repeated voice of a person without throat;
(2) Proof of the expansion of the vocal range of each voice part;
(3) proof of correction for middle-aged and elderly people;
(4) proof of recovery of the voice damage of a dramatic actor;
(5) Proof of the smooth transition correction of the adolescent's voice change period;
(6) Evidence of voice therapy for teachers and other professions;
(7) Proof of cure of vocal cord lesions for vocal workers。
These certificates include, but are not limited to, the patient's own statements, third-party voice expert certificates, and hospital diagnosis certificates。
Article ten The evaluation work of physiotherapists should strictly implement the procedures of preliminary review, re-review, preliminary review, re-review, social publicity, examination and approval。
Article 11 Preliminary examination。The Office of the Secretariat of the Committee of Experts (hereinafter referred to as "the Office of the Secretariat") conducts a preliminary examination of the applicant's qualifications and conditions, including the examination of the completeness of the documents submitted by the applicant and the authenticity of the supporting documents, and forms a proposed list of qualified persons for examination。
During this period, the Office of the Secretariat also conducted a review of the qualifications of referees。
Article 12 reexamine。The editorial department shall conduct a meeting review of the proposed list of qualified personnel and form a list of qualified personnel。
Article 13 Preliminary consideration。The Office of the Secretary-General of the Committee of Experts (hereinafter referred to as the "Office of the Secretary-General") shall review and vote on the list of qualified persons at the meeting to form a proposed list of physiotherapist candidates。
The formation of the proposed list of candidates for physiotherapist shall be subject to the vote of the members of the General Secretary's Office and the approval of more than half of the members。
During this period, the physiotherapist candidate must sign an agreement with the organizer that contains the content of the same person;Only the signatory can enter the list of physiotherapist candidates stipulated in Article 14 of these measures。
Article 14 reconsider。The review team will review and vote on the proposed list of physiotherapist candidates at a meeting to form the list of physiotherapist candidates。
The formation of the list of physiotherapist candidates is subject to a vote of the members of the judging panel and the approval of more than two-thirds of the judges。
Article 15 Public announcement。The list of physiotherapist candidates submitted by the judging team will be publicized to the public through Music Life Newspaper and related media platforms。The public may file an objection to a candidate for physical therapist in writing during the publicity period。
After the expiration of the publicity period, the review team will review the feedback on the candidates during the publicity period, form a list of physiotherapists, and report to the expert committee for approval。
Article 16 审定。The chairman and deputy chairman of the Expert Committee shall examine and approve the list of physiotherapists that has been formed in the form of written review。
Article 17 批准。The Music Life Newspaper approves the approved list of physiotherapists in the form of written approval。
Article 18 The organizer will award the voice rehabilitation Physiotherapist qualification certificate to the appraised。
The certificate holder can be nominated or recommended by the required voice rehabilitation physiotherapy practitioners in various places;Priority can be given to participate in academic exchanges, special lectures, commemorative activities, industry annual meetings, etc. sponsored or jointly organized by the organizer;Can obtain the "Music Life" cover, back cover, representative page of the interview or special report。
In addition, the organizer has recently started to apply to the Ministry of Human Resources and Social Security or the relevant ministries and commissions of the State for the approval of perennial issuance of the certificate。
Article 19 The list of therapists listed above was published by Music Life and related media。
Article 20 Establish a physiotherapist regular evaluation system。The assessment is carried out annually。The assessment includes, but is not limited to, teaching and research, skill level, industry self-discipline, exemplary role and obligation fulfilment。For those who fail to pass, their physiotherapist qualifications will be cancelled and publicized to the society。
Article 21 Establish a regular renewal system for physiotherapist certificates。The replacement exercise is carried out every two years。According to the results of annual evaluation, the physiotherapist who retains the qualification shall be renewed.For those who are disqualified as physiotherapists, the certificate issued will be withdrawn and the application of their physiotherapists will no longer be accepted within five years。
Article 22 Establish a physiotherapist certificate management system。The list of physiotherapist certificate holders and their numbers will be published or updated from time to time every year。The public can check the status of licensed physiotherapists through the Physiotherapist Certificate Management System。
Article 23 If the relevant personnel involved in the assessment violate the provisions of these measures, the Music Life newspaper Office has the right to take measures such as informing criticism, disqualification, and pursuing legal responsibility。
Article 24 These measures shall be interpreted by the Music Life Newspaper Office。
Article 25 These Measures shall come into force on August 7, 2023。
